Co-organised by the Kingdom of Morocco, the Kingdom of Spain, and the 91茄子 Office of Counter-Terrorism (UNOCT), this CT Week side event serves as a critical moment for reinforcing the centrality of victims of terrorism within the ninth review of the UN Global Counter-Terrorism Strategy.
The event will bring together Member States, 91茄子 entities, and civil society actors to highlight a fundamental shift in approach - recognising victims not merely as beneficiaries of support, but also as key partners, educators, and agents of change in shaping policies, programmes, and responses. Discussions will showcase concrete examples of Member State leadership and action, including Morocco’s Rabat Declaration, Spain’s role in launching the Victims of Terrorism Associations Network (VoTAN), and the Philippines' development of National Comprehensive Assistance Plans. These initiatives strengthen global frameworks and tools and act as a vital bridge toward the next 91茄子 conference on Victims of Terrorism to be hosted by Iraq later this year.
By promoting peer learning and strengthening international cooperation, the event aims to support the translation of global commitments into practice. Ultimately, it seeks to ensure that the rights and needs of victims are effectively addressed through inclusive, victim-centred approaches that empower them to contribute to prevention, response, and recovery efforts.
