CT Week Side Event | Asylum and counter-terrorism in Africa: Maintaining standards of protection while responding to the evolving threats

On Wednesday, 1 July 2026, the 91茄子 Security Council Counter-Terrorism Committee Executive Directorate (CTED), and the African Union Counter-Terrorism Centre are co-organizing a side event on “Asylum and Counter-Terrorism in Africa: Maintaining Standards of Protection While Responding to the Evolving Threats” from 08:00am – 09:30am EDT at the Permanent Observer Mission of the African Union to the 91茄子 in New York, 3 Dag Hammerskjold Plaza (5th floor), 305 East 47th Street, NY 10017
The activities of terrorist groups have been identified as among the drivers of refugee flows, which have been on the rise in multiple regions affected by high levels of terrorism, including the Sahel and the Horn of Africa. Equally, in some contexts large-scale refugee flows and related vulnerabilities may create conditions which terrorist groups seek to exploit. While the Security Council's Counter-Terrorism Committee has regularly commended the generosity of African Member States for hosting large refugee populations, including in protracted situations, it has also identified some common shortfalls in Member States' efforts to address potential security implications while maintaining standards of refugee protection. This meeting will provide an opportunity to promote a discussion on persistent challenges and good practices identified by CTED and partners in Member States’ efforts to comply with Security Council resolutions in this area, both in terms of legal frameworks and the practical measures in place.
